SUPERMARKETS will have three months to clear their stocks of branded cigarette packs or face penalties of up to $1.1 million in the new plain packaging rules.
And next Saturday, the duty-free limit on cigarettes will be slashed from 250 to 50.
Under the new rules, individuals selling tobacco in non-compliant packaging face fines of $1320 to $220,000. A corporation risks penalties of $6600 to $1.1 million.
The crackdown will save the Government $600 million over four years, as travellers, instead, buy their tobacco fix at home.
After a recent High Court victory upholding the plain-packaging rules, the Health Department will this week send 35,000 information packages to tobacco sellers warning them to start clearing their stock.
Regulations requiring cigarettes and tobacco products to be sold in drab brown packaging, including health warnings covering 75 per cent of the front of the pack, apply from December 1.
"You are encouraged to think carefully about the quantity of non-plain packaged product with the old health warnings you hold and purchase from now on," the information packs warn.
Cigarette manufacturers will be required to make products with the new plain packaging on October 1.
This would give retailers enough time to sell the old packets and stock plain packs by December 1, a spokesman for Health Minister Tanya Plibersek said.
The new plain packaging rules will apply to cartons used to transport cigarettes to shops as well as pouches of loose tobacco. Treasurer Wayne Swan said: "It's simply not fair to continue to subsidise big tax breaks for cartons of cigarettes."
For the first time, individual cigars will have to carry health warnings.
"From December 1, when a smoker pulls out a packet of cigarettes, that packet will no longer be a mobile billboard," a spokesman for Ms Plibersek said.
